manufacturing license to be issued a Class A (off-sale) wine
license; creating a special wine sampling privilege that may

be granted by the Talbot County Board of License

Commissioners to in Talbot County for a holder of a Class 3
or Class 4 manufacturer's license; providing for the
granting and scope of this privilege; prohibiting the Board
to charge for this privilege; providing that this privilege
is not a class of license; and generally relating to
creating a certain wine license and a wine sampling
privilege in Talbot County.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 2B - Alcoholic Beverages

12B.

(a) A Class A light wine license may be issued by the clerk
of the circuit court of the county in which the place of business
is located to any holder of a Class 4 manufacturer's license. In
Baltimore, Frederick, Harford, TALBOT, and Washington counties a
Class A light wine license may also be issued to a holder of a
Class 3 manufacturer's license, who makes wine from agricultural
products grown in Maryland. Baltimore County wineries applying
for such a license are exempt from quotas established by the
Baltimore County liquor board as to the number of licenses in
that election district. It authorizes the holder to keep for
sale and to sell light wines produced at the winery in any
