(I) ESTABLISH THE NUMBER OF BOARD MEMBERS;

(II) ESTABLISH THE PROCEDURE FOR ELECTING AND
REMOVING DIRECTORS;

(III) ESTABLISH THE COMPENSATION OF THE
DIRECTORS; AND

(IV) REQUIRE THE CORPORATION TO PERIODICALLY
REPORT ITS ACTIVITIES TO THE BUREAU.

(H) (1) THE BUREAU IS ESTABLISHED UPON THE FILING OF A
CERTIFIED STATEMENT TO THE STATE COMPTROLLER THAT:

(I) EXPRESSES THE INTENT TO ESTABLISH AND

OPERATE THE BUREAU; AND

(II) IS SIGNED BY 3 RESIDENTS OF GARRETT

COUNTY, 3 RESIDENTS OF ALLEGANY COUNTY, AND 3 RESIDENTS OF
WASHINGTON COUNTY.

(2) THE 9 RESIDENTS THAT SIGN A CERTIFIED STATEMENT
UNDER PARAGRAPH (1) OF THIS SUBSECTION SHALL APPOINT THE INITIAL
EXECUTIVE BOARD.

(3) AFTER THE INITIAL APPOINTMENT OF THE EXECUTIVE
BOARD ITS MEMBERS SHALL BE APPOINTED SUBJECT TO THE BYLAWS.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1988.

AN ACT concerning

Creation of a State Debt - Glendale Bridge

FOR the purpose of authorizing the creation of a State Debt in
the amount of $200,000, the proceeds to be used as a grant
to the Board of County Commissioners of Garrett County for
the purpose of the planning, design, and construction of a
replacement bridge for the Glendale Bridge over Deep Creek
Lake, including the costs of land acquisition and utility
relocation associated with the Glendale Bridge project,
subject to the requirement that the Board of County
