Annotated Code of Maryland
(1986 Replacement Volume and 1987 Supplement)

Preamble

WHEREAS, The Maryland General Assembly has expressed concern
about the adequacy and extensiveness of existing programs
intended to meet the current and projected training needs of
Maryland's law enforcement and correctional personnel; and

WHEREAS, A report was presented in response to a 1987
legislative directive (embodied in the 1987 General Construction
Loan, Joint Chairmen's Report) that the Department of Public
Safety and Correctional Services address such concerns with an
eye towards establishing a Public Safety Training Center; and

WHEREAS, A report was jointly prepared by the Department of
Public Safety and Correctional Services and the Police and
Correctional Training Commissions in response to the 1987
legislative directive which the General Assembly has found to be
responsive to and consistent with legislative intent; and

WHEREAS, It is recognized that existing training for
State/local law enforcement and correctional personnel in
Maryland accomplished under the aegis of the Police and
Correctional Training Commissions, is conducted at (1) the Police
and Correctional Training Commissions' Woodstock site; (2) the
Maryland State Police complex at Pikesville; (3) various
institutions and units operated by the division of Correction;
(4) facilities operated by several local law enforcement and
correctional agencies; and (5) facilities operated by other state
and local agencies; and

WHEREAS, It is clear from a review of the Report that the
State of Maryland is in crucial need of a centralized,
state-of-the-art Public Safety Training Center to meet the
current and projected training needs of State/local law
enforcement and correctional personnel into the twenty first
century; and

WHEREAS, It is the General Assembly's position that existing
public safety training facilities can no longer be confidently
relied upon to prepare all levels/ranks of today's public safety
personnel for the demands placed on them by society in general,
the courts, federal government, and Maryland General Assembly
because of reasons which include, but are not limited to, the
following:

(1) that the Correctional Training Academy in
Woodstock is expected to experience an unprecedented growth in
