(e) (1) THE DEPARTMENT SHALL ADOPT REGULATIONS WHICH
PROVIDE THAT THE TERMS OF A LOAN TO AN OWNER-OCCUPANT BORROWER
SHALL INCLUDE, AT THE OPTION OF THE BORROWER, EITHER:

(I) INCREASES TO INTEREST RATES AS PERMITTED IN
SUBSECTION (B)(2)(II) OF THIS SECTION; OR

(II) LIMITS ON THE RETURN ON EQUITY ALLOWED TO
THE BORROWER THROUGH AN EQUITY PARTICIPATION AGREEMENT.

(2) The Department shall adopt regulations that place
limits on the return on equity allowed to a group home sponsor
and that provide procedures for the Department to enter into an
equity participation agreement with a group home sponsor.

SECTION 2. AND BE IT FURTHER ENACTED, That Section(s)
13-301(i) through (k), respectively, of Article - Financial
Institutions of the Annotated Code of Maryland be renumbered to
be Section(s) 13-301(h) through (j), respectively.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1988.

AN ACT concerning

Refuse Disposal - Regulation

FOR the purpose of authorizing the Secretary of the Environment
to regulate certain refuse disposal systems solid waste
acceptance facilities for private use; requiring that
certain refuse disposal systems installed, altered, or
extended after a certain date obtain a permit from the
Department of the Environment; requiring certain written
information before a certain permit is issued; requiring an
operator of a refuse disposal system that is ordered by the
Department to install or alter its method of waste disposal
to obtain a certain permit; altering the authority of the
Secretary to order the alteration, extension, or utilization
of certain facilities; requiring a person who receives a
certain order from the Secretary to obtain a certain permit
before the waste disposal methods are changed; repealing
certain provisions regarding the issuance of certain orders
