(House Bill 28)

AN ACT concerning

Procurement - Notices of Awards of Contracts

FOR the purpose of specifying that the required notice of award
of certain State procurement contracts be published within a
certain time after the execution and approval of each
contract; and providing for a delayed effective date.

BY repealing and reenacting, with amendments,

Article - State Finance and Procurement

Section ll-203(b)(3), 13-103(h), 13-107(c), and 13-108(c)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - State Finance and Procurement

11-203.

(b) (3) (I) A unit that procures human, social, or
educational services from an entity enumerated in subsection
(a)(2) of this section shall publish in the Maryland Register
notice of a procurement contract or an extension or renewal of a
procurement contract if:

[(i)] 1. the procurement contract, extension,
or renewal costs more than $25,000; and

[(ii)] 2. the procurement is made for 3rd party
clients described in § 13-106 of this article.

(II) THE NOTICE REQUIRED UNDER THIS PARAGRAPH
SHALL BE PUBLISHED NOT MORE THAN 30 DAYS AFTER THE EXECUTION AND
APPROVAL OF THE PROCUREMENT CONTRACT OR THE EXTENSION OR RENEWAL
OF THE PROCUREMENT CONTRACT.

(h) NOT MORE THAN 30 DAYS AFTER THE EXECUTION AND APPROVAL
OF A PROCUREMENT CONTRACT AWARDED UNDER THIS SECTION, [A] A unit
shall publish in the Maryland Register notice of [a procurement
contract awarded under this section] THE AWARD.
