SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 88B - State Police

The following words shall have the meanings contained in
this section unless the context manifestly indicates a different
meaning:

(1)  "Civilian classification" means the position held
by a civilian employee.

(2)  "Commissioned rank" means [any of the 5 highest
ranks within the Department] THE RANKS OF SECOND LIEUTENANT,
FIRST LIEUTENANT, CAPTAIN, MAJOR, AND LIEUTENANT COLONEL.
"Noncommissioned rank" means any other rank. Neither term
includes the Superintendent.

(3)  "Department" means the Maryland State Police.

(4)  "Employee" means any employee of the Department.
A "police employee" is an employee to whom the Superintendent
assigns the powers contained in § 4. A "civilian employee" is an
employee other than a police employee.

(5)  "Law-enforcement agency" means any
law-enforcement agency of any department, county or municipality
of the State, including sheriffs, and unless otherwise limited
also includes similar agencies of other states and the United
States of America.

(6)  "Merit system" means the Merit System Law as
established and administered pursuant to Article 64A of this
Code, and includes all provisions of said article.

(7)  "Motor vehicle" means a motor vehicle as defined
in the Maryland Vehicle Law.

(8)  "Rank" means the status of one or more police
employees having the same relative position in the chain of
