AN ACT concerning
Child Care - Consolidation
FOR the purpose of streamlining the regulatory process for child
care by consolidating certain regulatory authority in the
Department of Human Resources; transferring responsibility
for child care centers from the Department of Health and
Mental Hygiene to the Department of Human Resources;
providing that child care centers shall include certain
facilities under certain circumstances; providing a certain
exemption for certain religious organizations; providing
that the Administrative Procedure Act certain provisions
will govern when immediate suspension of the child care
license becomes necessary under certain circumstances;
repealing certain injunction provisions; providing for a
certain multidisciplinary team to convene when reports are
made involving child care centers; providing for State
Police assistance to a local law enforcement agency under
certain circumstances; providing that this Act shall
supersede certain local laws, ordinances, and regulations;
providing for the transfer of certain employees of local
governments to the Department of Human Resources under
certain circumstances; requiring the Department of Human
Resources to conduct a certain study and report to certain
standing committees of the General Assembly by a certain
date; specifying that nothing in this Act shall be construed
to prohibit a local jurisdiction from enhancing certain
provisions of law relating to child care centers; requiring
the Department of Human Resources to consult with certain
persons in developing certain rules and regulations;
requiring the Department of Human Resources to adopt certain
regulations; and generally relating to the regulation of
child care; and making this Act an emergency measure.
