The Council includes:

(1) the Governor;

(2) the Lieutenant Governor;

(3) the Secretary of State;

(4) the secretary of each principal department of the
Executive Branch of the State government;

(5) the State Superintendent of Schools;

(6) the [Commissioner] SECRETARY of Higher Education;
and

(7) the Director on Aging.

(b) The Interdepartmental Committee is composed of:

(1) the secretary of each principal department of the
Executive Branch of government, or the secretary's designee;

(2) the State Superintendent of Schools, or the
Superintendent's designee;

(3) the [Commissioner] SECRETARY for OF Higher
Education, or the [Commissioner's] SECRETARY'S designee; and

(4) the Director.

The Commission consists of the following 11 members:

(1)  the Chief Judge of the Court of Appeals;

(2)  a member of the Senate appointed by the President
of the Senate;

(3)  a member of the House of Delegates appointed by
the Speaker of the House;

(4)  the Comptroller;

(5)  the Treasurer;
