obligation bond proceeds and insurance, and including information
processing supplies only to the extent provided by Title 3,
Subtitle 4 of this article;
(ii) services for the University, but excluding
banking and financial services under the authority of the
Treasurer as provided in paragraph (1) of this subsection, and
including information processing services only to the extent
provided by Title 3, Subtitle 4 of this article;
(iii) construction and construction related
services for the University, regardless of the source of funds,
to the extent that authority over specific projects or classes of
projects is granted by the Board; and
(iv) leases of real property if the lease
payments are not paid from the General Fund.
11-106.
(a) A Procurement Advisory Council, composed of the State
Treasurer, the [President] CHANCELLOR of the University of
Maryland SYSTEM, the Secretaries of Budget and Fiscal Planning,
General Services, and Transportation, and a public member, and
chaired by the Secretary of the Board shall meet at least once a
year to discuss and advise the Board on problems with and
recommendations for improvement of the procurement process. The
Board may establish other advisory bodies as it deems
appropriate. The Council may conduct studies, research, and
analyses on matters within the jurisdiction of and as directed by
the Board and, within the limits of the State budget, shall have
the staff authorized by the Board.
(b) Within the limits of the State budget, the Board may
appoint the staff it deems appropriate to assist the Board in the
performance of its responsibilities under this Division II.

(a) (2) "Secretary" means the Secretary of General
Services, the Secretary of Transportation, or the [President]
CHANCELLOR of the University of Maryland SYSTEM.
11-148.
(a) (2) "Designated Department" means the University of
Maryland SYSTEM, the Departments of General Services and
Transportation, the Maryland Food Authority, the Maryland Stadium
Authority, or the Interagency Committee on Public School
Construction, or, for procurements specified under Title 3,
Subtitle 4 of this article, the Department of Budget and Fiscal
Planning.
