(B) (1) ONE QUARTER OF THE FUNDS AVAILABLE FOR ANNUAL
INITIAL SCHOLARSHIPS SHALL BE AWARDED EQUALLY AMONG LEGISLATIVE
DISTRICTS TO QUALIFIED APPLICANTS ON THE BASIS OF:
(I) HIGHEST SCORE ON THE COMPETITIVE
EXAMINATION; AND
(II) SOME FINANCIAL NEED.
(2) ONE QUARTER OF THE FUNDS AVAILABLE FOR ANNUAL
INITIAL SCHOLARSHIPS SHALL BE AWARDED EQUALLY AMONG LEGISLATIVE
DISTRICTS TO QUALIFIED APPLICANTS ON THE BASIS OF GREATEST
FINANCIAL NEED.
(3) AT LEAST ONE-TENTH OF THE FUNDS AVAILABLE FOR
ANNUAL INITIAL SCHOLARSHIPS SHALL BE AWARDED FROM THE STATEWIDE
LIST ON THE BASIS OF LOW AND MODERATE FAMILY INCOME.
(4) ALL REMAINING FUNDS FOR ANNUAL INITIAL
SCHOLARSHIPS SHALL BE AWARDED FROM THE STATEWIDE LIST ON THE
BASIS OF GREATEST FINANCIAL NEED.
(c) After all eligible applicants from a district have been
processed, the State Scholarship [Board] ADMINISTRATION
COMMISSION ADMINISTRATION shall use any money allocated to that
legislative district, but not awarded, to make awards from the
statewide list of eligible candidates in the manner provided in
subsection (b)(3) of this section.
(d) On or before June 1 of each year, the State Scholarship
[Board] ADMINISTRATION COMMISSION ADMINISTRATION shall send each
Senator a list of individuals in each legislative district to
whom general State scholarships are awarded.

(a) Each legislative district is entitled to an annual
allocation of not more than:
(1) $6,900; and
(2) $4,600 for each member entitled to be elected to
the House of Delegates from that district.
(b) The annual allocation under subsection (a) of this
section applies to initial-year awards. After 4 years of
operation, the annual allocation for each legislative district
for initial-year and continuing awards may not exceed four times
the amount of its allocation under subsection (a) of this
section.
(c) Except for statewide awards under § 18-306(c) of this
subtitle, money allocated to any legislative district may not be
