The BOARD OF county commissioners, except when extraordinary
circumstances may require it to be done, may not exceed in their
ITS expenditures for all county purposes the amount levied for
said year; and when an emergency may compel the creation of a
deficiency, the same shall be plainly shown in the annual
statement of county expenses, and be levied for in the first levy
made after its creation.

The BOARD OF County Commissioners of Cecil County shall have
power and authority to acquire lands within said county, suitable
for forest or game preserves or parks, by gift, purchase,
condemnation or otherwise, and for such purpose to appropriate in
any year, and include in their ITS levy, such sums as they deem
THE BOARD CONSIDERS justified. [Said county commissioners] THE
BOARD may at any time give, lease or sell all or any part of the
lands so acquired or the use thereof to any department or agency
of this [state] STATE authorized to acquire the same, for use as
a [state] STATE forest preserve, or [state] STATE game preserve
or [state] STATE park.

The BOARD OF County Commissioners of Cecil County shall
publish all records of county expenses in their ITS minutes,
which shall be made available for public inspection. In
addition, the Board of County Commissioners shall compile at the
end of each month a detailed statement of accounts for all of the
expense payments above $100 that were made during that month.
The statement shall include the name to whom the expense payment
was made payable, the total amount of the expense item, and an
identification of the particular item of expense. The Board
shall publish, within 30 days from the date of the last day of
the previous month, the statement in a newspaper published in
Cecil County.

1-30.

(a) The legal and qualified voters of Cecil County shall at
the general [state] STATE election, to be held in the year 1954,
and every four years thereafter, elect some person, a resident of
said county, to be treasurer of Cecil County, whose duty it shall
be to collect and disburse, upon the lawful orders of the BOARD
OF county commissioners of the county, all taxes levied in the
county and for this purpose he is clothed with all the powers
possessed by collectors of taxes under the provisions of the
[Code of Public General Laws] ANNOTATED CODE OF MARYLAND, and the
persons elected to said office under the provisions of this
section shall hold said office for four years from the first
Monday in January succeeding their election. On the expiration
of the term of the present assistant treasurer, the Treasurer of
Cecil County shall appoint a deputy treasurer, whose duties shall
