(e) Each violation of the provisions of this section is a
misdemeanor punishable by fine of not less fifty nor more than
two hundred dollars for each day of the violation.

The BOARD OF County Commissioners of Cecil County shall be
elected by the voters of the county at large and hold office in
accordance with the following provisions:
Districts.
(1) The county shall be divided into 3 Commissioner
(I) The First, Second, and Third Election
Districts shall constitute the First Commissioner District;
(II) The Fourth, Fifth, and Ninth Election
Districts shall constitute the Second Commissioner District; and
(III) The Sixth, Seventh, and Eighth Election
Districts shall constitute the Third Commissioner District.
(2) One commissioner shall be elected from each
Commissioner District.
(3) A person may not be eligible as a candidate for
County Commissioner unless he is a resident of the Commissioner
District at the time of nomination and election.

(a) Any expenditure made under this section is subject to
the provisions of Section 37A of Article 25 of the Annotated Code
of Maryland.
(b) For the purpose of the supervision of the public roads
and bridges in Cecil County, each county commissioner shall have
control and jurisdiction over the commissioner district for which
the commissioner is elected, subject to the regulations and
restrictions provided in this section and any other applicable
law.
(1) Except as provided in paragraphs (2) and (3) of
this subsection, a commissioner shall be limited in his
expenditures on the roads and bridges in any 1 year in the
commissioner's district to one-third of the amount levied for
roads and bridges in the county; said levy shall not exceed
thirty-five cents on the one hundred dollars of the entire tax
levy for the county.
(2) If a commissioner does not expend all of the
amount of the allocation available for the commissioner's
district under paragraph (1) of this subsection, any amount of
