1-11.

Each of the said volunteer companies is hereby required to
file at the end of each calendar year with the BOARD OF county
commissioners a financial statement showing how the said sums of
money so paid to each of them shall have been expended, said
statements to be filed on or before the first day of March of the
year following and no payments as hereinbefore provided shall be
made in the event such statement is not filed, provided, however,
that the [said] BOARD OF county commissioners shall make no
payment to any fire company organized after June 1, 1947, unless
such company shall apply to [said county commissioners] THE BOARD
and receive the approval of [said commissioners] THE BOARD for
its organization.

1-13.

There shall be paid to the BOARD OF county commissioners,
before recording any deed or other instrument involving the
transfer of an interest in land, a transfer fee in the amount of
$3[.00].

1-14.

(a)  Every person, firm, association or corporation keeping,
maintaining or operating for public entertainment or amusement
within Cecil County any pinball machine (console or other),
electrical game, shuffleboard, mechanical bowling game, jukebox
or other mechanical musical device, or any similar device whose
operation requires the insertion of a coin or token, shall obtain
a license from the BOARD OF county commissioners for each
device. The fee for the license shall be set by resolution of
the [County Commissioners] BOARD.

(b)  Every person, firm, association or corporation
distributing cigarettes and other tobacco products by means of a
vending machine shall obtain a license from the BOARD OF county
commissioners for each machine, and shall pay $10 annually for
each license.

(c)  Every machine or device required to be licensed under
this section shall bear a tag or sticker issued by the [said]
BOARD OF county commissioners.

(d)  It is unlawful to own, operate, keep, or maintain a
machine required to be licensed under this section without
displaying the required tag or sticker. It is unlawful to
maintain an establishment containing a machine required to be
licensed under this section without displaying a tag or sticker
for each machine. The owner of the machine, the proprietor, and
the manager of the establishment may be prosecuted for violating
the requirement to prominently display a tag or sticker for each
machine required to be licensed.
