of a bond; repealing certain requirements for forfeiture of
bond and providing the Department a procedure for
determining when an operator has persistently or repeatedly
failed to comply with this subtitle; providing for the
issuance of a show cause order to the operator; providing
for an adjudicatory hearing on revocation and forfeiture;
repealing the requirement for submission of separate reports
for backfilling and planting, and providing for a combined
backfilling and planting report; providing for a certain
procedure for the forfeiting and collection of bonds;
authorizing the Department to waive certain mandatory civil
penalties for certain administrative reporting violations;
and generally relating to administrative procedures for
permitting and bonding the strip mining of coal.
