SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - State Finance and Procurement

9-103.1

(A) THERE IS A CASUALTY CLAIMS UNIT WITHIN THE OFFICE OF
THE TREASURER.

(B) THE CASUALTY CLAIMS UNIT SHALL ASSIST THE TREASURER IN
THE SETTLEMENT OF LOSSES ON INSURED PROPERTY, BOTH REAL AND
PERSONAL, WHICH IS OWNED BY OR IS HELD IN THE CUSTODY OF THE
STATE.

9-104.

(a) (1) Subject to any limitation in an agreement or law,
the Treasurer is responsible for the Program.

(2)  The Treasurer shall administer the Fund.

(3)  Notwithstanding any law that authorizes a unit of
the State government to buy insurance, the Treasurer may:

(i) buy the insurance in accordance with
Division II of this article; or

(ii) require the unit to obtain approval before
the unit buys the insurance.
