(c) The Governor, with the advice of the Secretary of
Natural Resources, shall appoint the members of the Council. The
terms of the appointive members shall be four years. Two members
of the first Council shall serve for two, two for three, and two
for four years. Any vacancy occurring at any time in the
membership of the Council, shall be filled by appointment by the
Governor, with the advice of the Secretary of Natural Resources,
for the remainder of the unexpired term. The Governor shall
designate as chairman of the Council one of the members so
appointed by him.]

FOR the purpose of authorizing the use of shore erosion control
loan funds for design of projects; changing certain obsolete
terms; raising certain limits on loan amounts; authorizing
the procurement of certain services directly by a shore
erosion control loan recipient under certain regulations of
the Department; altering the interest to be paid on overdue
loan payments; authorizing the subordination of shore
erosion control loans in certain circumstances; and
generally relating to the use of shore erosion control loan
funds.
