STATE [and] OR produces sewage sludge TO BE UTILIZED in this
State.

(2)  "Sewage sludge generator" includes:

(i) The Washington Suburban Sanitary
Commission; and

(ii) The Maryland Environmental Service.

(3)  "Sewage sludge generator" does not include the
owner or operator of a septic system.

(k) "Utilize sewage sludge" means to collect, handle, burn,
store, treat, or transport sewage sludge TO OR FROM A SEWAGE
SLUDGE GENERATOR OR UTILIZER IN THIS STATE, to apply it to land,
or to dispose of it.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1988.

AN ACT concerning

Financial Institutions - Maryland Industrial
Development Financing Authority

FOR the purpose of authorizing the Maryland Industrial
Development Financing Authority to assume any of the powers,
duties and authority of the Secretary of Economic and
Employment Development with regard to the Maryland Energy
Financing Administration, pursuant to Article 41A, Title 6,
Subtitle 3 of the Annotated Code of Maryland.

BY repealing and reenacting, with amendments,
