the period of operation is extended by an Act of the General
Assembly.

subtitle terminates no later than December 31, 1984.]

A PERSON MAY NOT COMMIT ANY FRAUD OR MAKE ANY
MISREPRESENTATION IN APPLYING FOR, OR PREPARING DOCUMENTATION
RELATING TO THIS SUBTITLE.

SECTION 2. AND BE IT FURTHER ENACTED, That the department
of
Transportation shall study the feasibility of assessing a
vehicle emissions control surcharge for all vehicles registered
in the State, including the feasibility of pror
ating the fee in
proportion to a county or region's contribution to the State's
nonattainment of the federal air quality standards for ozone and
carbon monoxide. The Department shall report the findings of
this study to the General Assembly by December 1, 1990.

SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1988.

AN ACT concerning

Medical Discipline - State Board of
Medical Physician Quality Assurance

FOR the purpose of strengthening the system for investigating and
handling cases of medical discipline; creating a State Board
of Medical Physician Quality Assurance; providing for the
appointment and membership of the Board; requiring the Board
to perform a preliminary investigation of certain
allegations of medical discipline; providing that the Board
may take appropriate and immediate action in certain cases;
providing that the Board shall refer certain cases to the
Medical and Chirurgical Faculty for further investigation;
requiring the Board to suspend or revoke a license if the
licensee is convicted or pleads guilty or nolo contendere to
certain crimes of moral turpitude subject to certain
circumstances; altering certain disciplinary grounds;
providing for certain hearings by a hearing officer;
