AN ACT concerning

Vehicle Laws - Preventive Maintenance Program

FOR the purpose of requiring an owner to inspect, maintain, and
repair certain vehicles on a certain schedule; prohibiting a
person from operating a vehicle that fails to meet or exceed
certain standards; providing for the adoption of certain
rules and regulations; requiring certain entities to be
given an opportunity to review and comment on any proposed

changes to the regulations adopted under this Act;

establishing certain penalties; defining certain terms;
providing for the effective dates of this Act; and generally
relating to the inspection, maintenance, and repair of
equipment of certain vehicles.

under the new subtitle "Subtitle 3. Preventive

Preamble

A preventive maintenance program is required to ensure that
all vehicles are properly maintained in a safe operating
condition when traveling on the highways in this State. It is
the intent of the General Assembly to require a certain minimum
level of maintenance for vehicles to reduce and prevent traffic
accidents and to promote highway safety; now, therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
