council to provide a certain interagency plan of care for
handicapped children who need residential placements; making
a stylistic change; and generally relating to the
Coordinating Council for Residential Placement of
Handicapped Children.

BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - State Government

9-1503.

(a)  The members of the Council are:

(1)  the Secretary of Health and Mental Hygiene or the
Secretary's designee;

(2)  the Secretary of Human Resources or the
Secretary's designee;

(3)  the State Superintendent of Schools or the
Superintendent's designee;

(4)  the Director of the Governor's Office for [the
Coordination of Services to the] Handicapped INDIVIDUALS, as a
nonvoting, ex officio member; [and]

(5)  the Director of the Office for Children and
Youth, as a nonvoting, ex officio member; AND

(6)  THE DIRECTOR OF THE JUVENILE SERVICES AGENCY OR
THE DIRECTOR'S DESIGNEE.

(b)  (1) There is a chairman of the Council who shall serve
a term of 12 months in [3] 4-year cycles of rotation as provided
in this subsection.

(2) The Secretary of Health and Mental Hygiene is the
chairman of the Council for a term of 12 consecutive months
beginning on July 1, 1987. The Secretary of Human Resources
shall succeed the Secretary of Health and Mental Hygiene as
chairman for a term of 12 consecutive months, [and] the [State
Superintendent of Schools] DIRECTOR OF THE JUVENILE SERVICES
AGENCY shall succeed the Secretary of Human Resources for a term
