CALENDAR YEAR;

(II)  FULL INFORMATION ABOUT THE OPERATION OF
THIS SUBTITLE; AND

(III)  OTHER INFORMATION ABOUT PREVAILING WAGE
RATES, AS THE COMMISSIONER DESIRES.

REVISOR'S NOTE: Subsection (a) of this section is new
language derived without substantive change from the
first sentence of former SF § 12-306(c) and the second
sentence of § 12-307(d), as that sentence referred to
the general duty of the Commissioner to adopt
regulations "necessary to effectuate the purposes of
this subtitle".

Subsection (b) of this section is new language derived
without substantive change from the third sentence of
former SF § 12-313(b).

The Procurement Revision Review Committee notes, for
consideration by the General Assembly, that subsection
(b)(1) of this section repeats the references to the
"preceding calendar year", which appeared in former SF
§ 12-313(b). The references are ambiguous, since it
is not clear whether they describe the year preceding
the date of submission of the report or the date the
report is due. If the intent is to have a calendar
year report, the Commissioner should be given a
reasonable time to prepare the report.

17-205. PUBLIC WORK EMPLOYEES.

(A) IN GENERAL.

A CONTRACTOR OR SUBCONTRACTOR UNDER A PUBLIC WORK CONTRACT
SUBJECT TO THIS SUBTITLE:

(1)  SHALL EMPLOY ONLY COMPETENT WORKERS AND
APPRENTICES WHO QUALIFY UNDER SUBSECTION (B) OF THIS SECTION;

(2)  MAY NOT EMPLOY ANY INDIVIDUAL CLASSIFIED AS A
HELPER OR TRAINEE; AND
