reappointment" is deleted as unnecessary. A member is
eligible for reappointment unless the law specifically
provides that the member is not eligible.

Subsection (g)(5) of this section is revised to apply
to a member who is appointed to succeed a member who
holds over as well as those members who fill a
vacancy. See the General Revisor's Note to this
Division II.

In subsection (j) of this section, the phrase "at the
times and places that it determines" is standard
language added for clarity.

As to subsection (k) of this section, Standard State
Travel Regulations are adopted by the Department of
Personnel with the approval of the Board of Public
Works.

The second sentence of former SF § 12-313(d)(1), which
specified the terms of the initial members, is deleted
as obsolete. The continuing stagger created under
that provision is covered now under subsection (g)(2)
of this section. The terms of the members serving on
October 1, 1988, expire as follows: (1) 2 members in
1989; (2) 2 members in 1990; and (3) 2 members in
1991.

17-204. REGULATIONS; REPORT BY COMMISSIONER.

(A)  REGULATIONS.

(1)  THE COMMISSIONER SHALL ADOPT REGULATIONS
REASONABLY REQUIRED TO CARRY OUT THIS SUBTITLE.

(2)  THE REGULATIONS MAY INCLUDE EXEMPTIONS FOR
MINIMUM NUMBER OF HOURS WORKED OR WORKERS EMPLOYED.

(3)  PAYROLL RECORDS SHALL BE KEPT IN ACCORDANCE WITH
THOSE REGULATIONS.

(B)  REPORT BY COMMISSIONER.

ON OR BEFORE JANUARY 1 OF EACH YEAR, THE COMMISSIONER SHALL
SUBMIT TO THE GOVERNOR AND TO THE SECRETARY OF LICENSING AND
REGULATION AN ANNUAL REPORT THAT:

(1) DESCRIBES THE ACTIVITIES OF THE COMMISSIONER
UNDER THIS SUBTITLE DURING THE PRECEDING CALENDAR YEAR; AND
