THE APPEALS BOARD SHALL HAVE JURISDICTION TO HEAR AND DECIDE (1) ON A PROTEST RELATING TO THE FORMATION OF A (2) EXCEPT FOR A CONTRACT CLAIM RELATING TO A LEASE (I) BREACH; (II) PERFORMANCE; (III) MODIFICATION; OR (IV) TERMINATION.
