The reference to "this subtitle" is substituted for
the former reference to "this section", which referred
to former SF § 11-141. That former section appears
only in §§ 14-101, 14-103, and 14-106 of this
subtitle, but the former reference to "handicapped",
which was defined to include "blindness", suggests
that a unit must buy supplies and services in
accordance with additional provisions that are
included in this subtitle, i.e., former SF §§ 11-142,
11-143, and 11-144.

14-103. PRIORITY OF PREFERENCES.

THE STATE OR A STATE AIDED OR CONTROLLED ENTITY SHALL BUY
SUPPLIES AND SERVICES FROM:

(1)  STATE USE INDUSTRIES, AS PROVIDED IN ARTICLE 27,
§§ 680 THROUGH 681M OF THE CODE IF STATE USE INDUSTRIES PROVIDES
THE SUPPLIES OR SERVICES;

(2)  BLIND INDUSTRIES AND SERVICES OF MARYLAND, IF:

(I)  BLIND INDUSTRIES AND SERVICES OF MARYLAND
PROVIDES THE SUPPLIES OR SERVICES; AND

(II)  STATE USE INDUSTRIES DOES NOT PROVIDE THE
SUPPLIES OR SERVICES; AND OR

(3)  SHELTERED WORKSHOPS IF:

(I)  A SHELTERED WORKSHOP PROVIDES THE SUPPLIES
OR SERVICES;

(II)  NEITHER STATE USE INDUSTRIES NOR BLIND
INDUSTRIES AND SERVICES OF MARYLAND PROVIDES THE SUPPLIES OR
SERVICES; AND

(III)  THE STATE OR A STATE AIDED OR CONTROLLED
ENTITY IS NOT REQUIRED BY LAW TO BUY THE SUPPLIES OR SERVICES
FROM A ANY OTHER UNIT OF THE STATE GOVERNMENT.
