review and approval of the budget
committees to improve inspection
of boilers and pressure vessels
and to eliminate the backlog in

inspections that exists. The

proposal shall include

recommendations for statutory
changes, if appropriate. The
plan shall be submitted no later
than August 1, 1988..............
