the potential for federal
funds for other light rail
projects. It is the intent
of the General Assembly that
expenditure of the balance
restricted herein for this
project or funds which may be
provided for future projects
shall be expended only if
maximum effort is made to

secure available federal

funds.

(6) (7) After review of the
report by the Department of
Transportation, information
on the appropriation of the
$45 million by the local
governments and information
on the status of federal
funds, and after receipt of

recommendations from the

Senate Budget and Taxation
Committee, Senate Finance
Committee, House Committee on

Appropriations and House

Committee on Ways and Means,

the Legislative Policy

Committee may submit two
resolutions for consideration
at the 1989 Session of the

General Assembly. The

resolutions may be contingent
on one another:

(a) A joint resolution to
approve the expenditure
or commitment of all or
part of the $33 million,

less any amount

authorized to be expended
pursuant to subparagraph
(2), in the appropriation
for light rail in the
