purpose of a local ride-on bus
subsidy for Prince George's
County may not be expended unless
the Prince George's County
government certifies that a
ride-on bus system will be in
place during F.Y. 1989 and this
expenditure is approved by the
budget committees. Unless the
department receives such
certification and notifies the
budget committees by January 1,
1989, these funds shall revert to
the Transportation Trust Fund;

of Transportation in F.Y. 1989, no commitment of funds in
excess of $250,000 may be made, nor may such an amount be
transferred, by budget amendment or otherwise, for any
project or purpose not normally arising in connection with
the ordinary ongoing operation of the department and not
contemplated in the budget approved or the last published
Consolidated Transportation Plan without approval of the
Legislative Policy Committee.
The Department of Transportation shall not expend funds on
any job or position of employment approved in this budget
in excess of 9,847 positions of the total authorized amount
established in the budget for the Department of
Transportation at any one time during F.Y. 1989 and the
Secretary of Transportation shall utilize his prerogatives
under the Transportation Article, Sections 2-101 and 2-102,
to implement this provision, provided, however, that any
authorized job or position to be filled above the 9,847
ceiling approved by the Board of Public Works shall count
against the Rule of 50 imposed by the General Assembly.
The establishment of new jobs or positions of employment
not authorized in the F.Y. 1989 budget shall be subject to
the State Finance and Procurement Article, Section 7-236
and the Rule of 50. Excess funds generated as a result of
this ceiling shall be used to offset the need for the
issuance of an amount of Consolidated Transportation Bonds
during the fiscal year.
