(b)  Whenever the Comptroller is satisfied that unforeseen
or uncertain circumstances have arisen which require a motor
carrier to operate in this State a commercial motor vehicle for
which neither a trip permit [pursuant to] UNDER subsection (a) of
this section nor an identification marker [pursuant to] UNDER §
423 of this article has yet been obtained and if the Comptroller
is satisfied that prohibition of such operation would cause undue
hardship, the Comptroller may provide the motor carrier with
temporary authorization for the operation of such vehicle pending
registration of the vehicle under § 423 of this article. [The
fees and the conditions for the issuance of said permit shall be
set forth by regulations promulgated by the Comptroller.]

(c)  The Comptroller shall provide by [rules and]
regulations for the procedures to be employed in issuing trip
permits [and temporary authorization] and for furnishing the
motor carrier and vehicle in question with evidence of compliance
with this subtitle.

423.

(a)  (1) All motor carriers shall [register each of their
vehicles with] OBTAIN AN IDENTIFICATION MARKER FOR EACH OF THEIR
COMMERCIAL VEHICLES FROM the Comptroller on an annual basis for
the period beginning January 1 of each year and expiring December
31 of each year. [The Comptroller shall issue an identification
marker for each motor vehicle registered by a motor carrier.]
The identification marker shall be displayed in accordance with
regulations promulgated by the Comptroller. The identification
marker shall remain the property of the. State of Maryland and may
be recalled for any violation of the provisions of this subtitle
or of the regulations [promulgated thereunder] ADOPTED UNDER THIS
SUBTITLE. Except as provided in paragraph (2) of this
subsection, the fee for the issuance of an identification marker
is $25.00 per commercial motor vehicle.

(2) The fee for the issuance of an identification
marker is [$10.00] $10 per motor bus.

(b)    A vehicle shall not be considered in violation of the
provisions of this section until January 15 of each year,
provided that the motor carrier was registered in accordance with
the provisions in effect during the preceding registration year.

425.

(a) Nothing in the subtitle shall apply to any commercial
vehicle or vehicles operated by any state or subdivision thereof,
the United States or any agency of two or more states or of
states and the United States in which this State participates; or
to any school bus as defined by the laws of this State operated
by, for or on behalf of a state, any subdivision thereof, or any
private or privately operated school or school; or to any fire
