(1)  Stimulate the production of rental housing in
this State INCLUDING CONVERSION OF EXISTING RENTAL HOUSING for
occupancy by elderly households;

(2)  Increase the supply of decent, safe, and sanitary
rental housing at costs that are affordable to low income elderly
households in this State;

(3)  Use available resources to serve households most
in need; and

(4)  Relieve conditions of unemployment in this State
by stimulating the construction or substantial rehabilitation of
elderly rental housing OR THE CONVERSION OF EXISTING RENTAL
HOUSING FOR OCCUPANCY BY ELDERLY HOUSEHOLDS.

The moneys in the Fund may be used to make deferred payment
loans, subordinate to other financing, to approved applicants for
the new construction or substantial rehabilitation of elderly
rental housing OR THE CONVERSION OF EXISTING RENTAL HOUSING FOR
OCCUPANCY BY ELDERLY HOUSEHOLDS.

(a) The Administration shall review applications for loans
submitted by private or nonprofit sponsors, counties,
municipalities, or local housing agencies established under
Article 44A of the Code on behalf of sponsors of proposed new
construction [or], substantial rehabilitation [of], OR CONVERSION
FOR elderly rental housing.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.
