entity listed in subsection (b)(1) by which it procures human,
social, or educational services for third party clients described
in Section 13-207(a) of this article.
SECTION 2. AND BE IT FURTHER ENACTED, That should the
Procurement Law revision enacted by Chapter 840, Laws of 1986, or
any 1987 revision take effect, the Maryland Stadium Authority
shall be included among those exempted agencies in accordance
with the provisions of § 13-718(2) of the Financial Institutions
Article.
SECTION 3. AND BE IT FURTHER ENACTED, That the Maryland
Stadium Authority, in cooperation with the Mayor and City Council
of Baltimore, shall establish a Task Force to study alternative
uses for the Memorial Stadium site. The Task Force shall be
composed of community, City, State, and Stadium Authority
representatives, including representatives of the Baltimore City
Department of Planning, the Neighborhood Progress Administration,
the Northeast Community Organization, the Coldstream Homestead
Montebello Community Organization, the Waverly Community
Association, the Ednor Gardens-Lakeside Improvement Association,
and community groups representing the neighborhoods adjacent to
Memorial Stadium, and shall make recommendations for the
reclamation of the site, consistent with § 13-721(b) of the
Financial Institutions Article. The recommendations of the Task
Force shall be forwarded to the Mayor and City Council of
Baltimore, the Board of Public Works, and the Legislative Policy
Committee.
SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall
take effect on June 1, 1987, contingent on the taking effect of
Chapter of the Acts of 1987 (H.B. 254/S.B. 228), and if
Chapter does not become effective, this Act shall be null
and void without the necessity of further action by the General
Assembly.
SECTION 3 5. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1987.
