General Fund Appropriation, provided that
$389,639 of this appropriation made for
the purpose of reducing the overcrowding
at the Charles H. Hickey Jr. School may
not be expended until further plans for
the use of these funds are reviewed by

the Budget Committees. It is the

intent of the General Assembly that
these funds not be used to merely
transfer juveniles from one institution
to another but for the administration to
explore and implement innovative
approaches to solving the problem
through Purchase of Service/Purchase of
