SECTION 23. AND BE IT FURTHER ENACTED, That it is the
intent of the General Assembly that funds appropriated in object
classification .03 - Communications, subobject CO2 - Telephone,
are to be expended for that purpose only and may not be
transferred to another object of expenditure by budget amendment
or otherwise.
