decision regarding the Committee's recommendations. If the
Governor directs that the salary of the head of ah agency, and/or
the salary of the Secretary of the Department wherein the agency
is budgeted be withheld, the Governor may recommend to the
Committee the date on which the salary shall be restored to the
full amount as provided in the budget and the amount to be
withheld to be paid. The Committee shall consider the
recommendation of the Governor and advise the Governor as to its
decision whether or not to allow the salary to be restored to the
full amount as provided in the budget and the amount withheld to
be paid.                         

SECTION 19. AND BE IT FURTHER ENACTED That it is the
intent of the General Assembly that any unspent portion of funds
appropriated for the purpose of funding the object classification

.04 Travel may be expended for that purpose only with prior
approval of the Secretary of the Department of budget and Fiscal

Planning.

SECTION 19. AND BE IT FURTHER ENACTED, That it is the
intent of the General Assembly that funds appropriated in Object

SECTION 20. AND BE IT FURTHER ENACTED, That it is the
intent of the General Assembly that funds appropriated for the
purpose of maintenance and repair of State facilities consistent
with the State comprehensive maintenance and repair program may

be expended for that purpose only and may be transferred to

another purpose only with prior approval of the Secretary of the
Department of Budget and Fiscal Planning.

     SECTION 21. AND BE IT FURTHER ENACTED, That as provided in
the State Finance and Procurement Article, Section 7-209, the
transfer of funds between any of the principal departments or any
of the units in the Executive Branch that are not assigned to a
department is prohibited unless specifically permitted by
statutory enactment.

SECTION 22. AND BE IT FURTHER ENACTED, That it is the
intent of the General Assembly that any unspent portion of funds
appropriated for the purpose of funding the object classification
.06 Fuel and Utilities within the public institutions of higher
education, the Maryland School for the Deaf, and the Maryland
Veteran's Home Commission be transferred to the object
classification .14 Land and Structures and be used for the

 purpose only of maintenance and repair of State facilities, and
may not be transferred by budget amendment or otherwise, for any
other purpose.
