be used in lieu of bond proceeds

authorized by bond bills, enacted

prior to July 1, 1987 that count

against the "security interest"

test, as this term is defined in

the Tax Reform Act of 1986. No

portion of this appropriation may

be transferred for any other
purpose, nor may any portion of

this appropriation augment or

expand the authorized level of

any project.
Further, provided that $4,200,000

$5,200,000 of this appropriation

is contingent on the enactment of
