be converted to permanent

positions; and three additional
positions that may be required to
meet the staffing requirements of
the Executive Department. The
five contractual conversions and
the three additional positions,
if required, shall be subject to
approval by the Board of Public
Works pursuant to Section 7-236

of the State Finance and

Procurement Article and shall
count against the Rule of 50
imposed by the General Assembly.
Further, with the exception of
the State Police, no additional
positions shall be transferred
into or detailed to the Executive
Department from any other unit of
state government for periods
exceeding 90 days, without the
expressed approval of the budget
committees.
