attendance at Board meetings. Said Board may also employ
inspectors and examiners to assist the Board in the discharge of
its duties. The compensation of the inspectors and examiners
shall be as provided in the annual State budget, but in no event
less than $30 for each day employed in the discharge of their
official duties.

SECTION 2. AND BE IT FURTHER ENACTED, That, pursuant to
Article III, § 35, of the Constitution of Maryland, this Act may
not be construed to extend or apply to the salary or compensation
of the members of the State Board of Cosmetologists in office on
the effective date of this Act, but the provisions of this Act
concerning the salary or compensation of the members of the State
Board of Cosmetologists shall take effect at the beginning of the
next following term of office.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.

CHAPTER 93

(House Bill 542)

AN ACT concerning

Frederick County - Water, Sewers, and Drains

FOR the purpose of deleting the requirement that proportionate
capital costs for sewer or water projects in Frederick
County must be obtained from each project to which bond
proceeds were allocated; authorizing benefit assessments in
place of front foot benefit assessments based upon property
classification and water and sewer usage; authorizing the
setting of rates and payment of capital and operating cost
of sewer and water systems by consolidating the income and
outlays for all systems owned by the Board of County
Commissioners throughout Frederick County; requiring that
new capital expenditures be financed from connection
charges; requiring a public hearing to be held by the Board
of County Commissioners before any sewer or water system is
included in a consolidated system for the purpose of
providing rates and services on a uniform basis throughout
the service area in Frederick County.

BY repealing and reenacting, with amendments,
