(a)  In this title the following words have the meanings
indicated.

(b)  "Authority" means the Tobacco Authority.

(c)  "Commission selling agency" means a person who sells
tobacco on behalf of an owner of leaf tobacco or a person in
charge of a leaf account.

[(d) "Inspector" means the Tobacco Inspector.]

[(e)] (D) "Leaf tobacco market" means any establishment
where loose leaf tobacco is sold by auction sale or stored or
sold in hogsheads.

[(f)] (E) "Member" means a member of the Tobacco Authority.

[(g)] (F) "Sales floor buyer" means a person who purchases
leaf tobacco on the sales floor of any private tobacco warehouse.

[(h)] (G) "Sales floor buyer's agent" means a person who is
an agent for a person holding a sales floor buyer's license.

[(i)] (H) "Sales floor seller" means a person who sells
leaf tobacco on the sales floor of any private warehouse.

[(j) "Special markings" means the initials or other
trademarks of the owner of a hogshead.]

[(k)] (I) "Transfer buyer" means a person engaged in the
business of purchasing leaf tobacco from an owner of leaf
tobacco.

[(1) "Warehouse" means the State Tobacco Warehouse.]

[Subtitle 3. State Tobacco Warehouse]

(a)  With the approval of the Governor, the Secretary shall
appoint one Inspector of Tobacco, who shall be a tobacco grower
or qualified leaf tobacco dealer and a resident of one of the
tobacco growing counties of the State. With the approval of the
Governor, the Secretary may remove the Inspector at his pleasure.

(b)  The Inspector shall administer the provisions of this
subtitle subject to the supervision of the Secretary. The
Inspector shall receive the salary provided in the State budget.]

(a) The warehouse shall be located in one of the following
counties:
