(3)   establish hearing panels;

(4)   substitute hearing panels for commission panels in
hearing and rendering decisions of complaints;

(5)   provide that if a member of a hearing panel is absent
from a hearing, the member may render a decision based
on the transcript of the hearing;

(6)   require hearing panels to forward decisions to the
commission panel that has jurisdiction over the case;

(7)   make stylistic changes; and

(8)   generally amend the provisions on Human Relations
Commission hearings.
