AN ACT amending Section 14.401 "Definitions" and Section
14.407 "Operation" of Subtitle 4 "Howard County Cable Television
Systems Franchise Act" of the Howard County Code for the purpose
of adding a new definition and prohibiting transmission of
political activities on the Howard County Channel.

Effective Date May 5, 1986.

AN ACT adding new Subtitle 2 "Investment--South Africa" to
Title 11 "Finance" of the Howard County Code for the purpose of
prohibiting the investment of any public funds of Howard County
in any financial institution or business entity which makes loans
to the Republic of South Africa or which does business with or in
South Africa. deposit of any public funds of Howard County in any
financial institution or business entity which makes loans to the
Republic of South Africa or which does business with or in South
Africa, and prohibiting the purchase of any certificates of
deposit with any public funds of Howard County from any financial
institution or business entity which makes loans to the Republic
of South Africa or which does business with or in South Africa.

Effective Date June 9, 1986.

Bill No. 9

AN ACT amending Section 12.204 "Administrative Duties of
Commission" of Subtitle 2 "Human Rights" of Title 12 "Health and
Social Services" of the Howard County Code in order to change the
election of chairperson of the Human Rights Commission and
submission of annual report from October to December; to change a
quorum from 5 members to a majority of the current board members:
and to reduce the size of administrative hearing panels from 5 to
3 members.

Effective Date June 9, 1986.
