EXECUTIVE ORDERS

One person, who shall be the Chairman, shall
be appointed by the Governor. The Chairman
may but need not be a lawyer, and shall be
selected from the State at large. The
Chairman may not hold an office of profit or
trust under the Constitution or laws of this
State or an office in a political party or be
a full-time employee of the State.

One person shall be appointed by the Governor
from each of the six Appellate Judicial
Circuits, and shall be a resident and
registered voter in the circuit from which
appointed. These persons may not be lawyers,
hold offices of profit or trust under the
Constitution or laws of this State or offices
in any political party, or be full-time
employees of the State. To the extent
possible, the composition of the members
appointed by the Governor shall fairly reflect
the minority and female composition of the
circuit from which appointed.

One person, who shall be a member of the
Maryland Bar, shall be elected by the members
of the Maryland Bar in each of the six
Appellate Judicial Circuits. These persons
shall be registered to vote in State
elections, shall reside or maintain a
principal office for the practice of law in
the. Appellate Judicial Circuit from which
elected, and may not hold offices of profit or
trust under the Constitution or laws of this
State or offices in any political party or be
full-time employees of the State. They shall
be elected by members of the Maryland Bar who
are registered to vote in State elections and
who either reside or maintain their principal
offices for the practice of law in the
appropriate Appellate Judicial Circuit. The
elections in each circuit shall be conducted
by the Administrative Office of the Courts
pursuant to Rules promulgated by the Court of
Appeals.

The Administrative Office of the Courts is the
secretariat for the commissions.

The Commission, by vote of a majority of its
full authorized membership, shall select from
among the members a vice chairman. The Vice
Chairman may perform any duty of the Chairman,
during his absence, unavailability, or
