WILLIAM DONALD SCHAEFER, Governor
WHEREAS, Robert Lee Grimes, Sr. is serving a life sentence for
First Degree Murder, with all but forty years suspended, and
was sentenced on February 15, 1984 in the Allegany County
Circuit Court; and
WHEREAS, Robert Lee Grimes, Sr. has been suffering from
differentiated adenocarcinoma of the lungs and this
condition has spread to his brain and bones; and
WHEREAS, The Maryland Parole Commission, in consideration of the
petitioner's extremely poor prognosis for recovery and
medical condition, has unanimously recommended that the
sentence of Robert Lee Grimes, Sr. be commuted to
twenty-five years so that he can be granted a medical
parole; and
WHEREAS, Article 41, Section 4-501(4), of the Annotated Code of
Maryland provides that a commutation of sentence shall be in
the form of a written executive order signed by the Governor
under the great seal of Maryland;
NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF THE STATE OF
MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, HEREBY ORDER THAT THE
LIFE SENTENCE OF ROBERT LEE GRIMES, SR. BE COMMUTED TO
TWENTY-FIVE YEARS, AS RECOMMENDED BY THE MARYLAND PAROLE
COMMISSION.

RESCISSION OF OBSOLETE EXECUTIVE ORDERS
WHEREAS, This Executive Order is issued to rescind those
executive orders that have become obsolete because the
purposes for which the Orders were issued have been
accomplished or because of subsequent Executive or
legislative action;
NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF THE STATE OF
MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, HEREBY ISSUE THE
FOLLOWING EXECUTIVE ORDER, EFFECTIVE IMMEDIATELY:
A. The following Executive Orders are deemed obsolete and
are hereby rescinded.
