EXECUTIVE ORDERS
WHEREAS, The local correctional authorities and the Maryland
Parole Commission have reviewed and recommended the
commutations of sentences of the inmates sentenced to the
custody of a local detention facility/jail in the State of
Maryland; and
WHEREAS, Assurances have been received from local authorities
that:
A. Each inmate is serving a total sentence of two years or
less;
B. Each inmate has served at least 50% of that total
sentence by December 24, 1986;
C. None of these inmates is currently serving a sentence
for a crime of violence as defined under Article 27,
Section 643B(a) of the Annotated Code of Maryland; a
sentence for violation of any drug law, a sentence for
Driving While Intoxicated, a sentence for escape or
attempted escape, or a term for violation of probation
or parole;
D. None of these inmates has served a disciplinary
segregation term since October 15, 1986.
NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF THE STATE OF
MARYLAND, HAVING THOUGHT PROPER THE EXTENSION OF CLEMENCY DO
HEREBY, PURSUANT TO THE AUTHORITY VESTED IN ME BY LAW, GRANT
UNTO THE PERSONS LISTED ON THE ATTACHMENT OF THIS EXECUTIVE
ORDER, A COMMUTATION OF THE UNSUSPENDED REMAINDER OF THEIR
TERMS OF INCARCERATION FOR THE OFFENSES ENUMERATED IN THIS
ORDER. I HEREBY DIRECT THE RELEASE FROM CONFINEMENT OF THE
INDIVIDUALS COVERED BY THIS EXECUTIVE ORDER AND LISTED ON
THE ATTACHMENT NO LATER THAN DECEMBER 24, 1986 OR WITHIN A
REASONABLE TIME THEREAFTER IF SUBJECT TO ADDITIONAL LEGAL
PROCESS.
