EXECUTIVE ORDER OF JUNE 15, 1986

THE GOVERNOR'S COMMISSION TO STUDY
THE WORKERS' COMPENSATION SYSTEM

WHEREAS, The workers' compensation system is designed to provide
protection and security to employees and their dependents
against accidental injuries and occupational diseases;

WHEREAS, It is important that workers' compensation benefits be
provided in a fair, adequate, and efficient manner;

WHEREAS, An efficient system for providing workers' compensation
has been made difficult by the large number of private and
governmental entities involved;

WHEREAS, A recent study by the Maryland Department of Economic
and Community Development (DECD) has identified that an
above average cost to Maryland employers exists and is a
significant economic development and business climate issue;

WHEREAS, A DECD Ad Hoc Working Group on Workers' Compensation has
proposed initiatives to reduce employer costs while at the
same time assuring adequate benefits to workers;

WHEREAS, The Governor's Commission on Workers' Compensation Laws
has also been studying the implementation of the workers'
compensation laws; and

WHEREAS, The valuable efforts of the Governor's Commission on
Workers' Compensation Laws have focused on the need to
address the issue of an efficient workers' compensation
system; and

WHEREAS, It is necessary to coordinate efforts to improve the
workers' compensation system;

NOW, THEREFORE, I HARRY HUGHES, GOVERNOR OF THE STATE OF
MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, HEREBY RESCIND EXECUTIVE
ORDERS 01.01.1981.02 AND 01.01.1981.08 AND ISSUE THE
FOLLOWING ORDER, EFFECTIVE IMMEDIATELY:

1.  The Governor's Commission on Workmen's Compensation Laws
is abolished.

2.  The Governor's Commission to Study the Workers'
Compensation System is hereby created.

3.  The Commission shall consist of nine members appointed
by the Governor, one of whom shall be a member of the
