EXECUTIVE ORDERS

balance of that portion of the Maryland State
Ceiling initially allocated to the Community
Development Administration for housing is
hereby reallocated to the Community Development
Administration. The unused balance of that
portion of the Maryland State Ceiling initially
allocated to the Counties for housing bonds,
less any other portion of the Maryland State
Ceiling not initially allocated for housing
bonds which was used to issue housing bonds,
shall be reallocated upon request of a County
by the Secretary through November 15, 1986 to
Counties for issuance exclusively as housing
bonds in accordance with the criteria set forth
in Section 2(d)(5)(B) above. In making such
reallocations the Secretary may also consider
State housing policies such as increasing the
supply of housing for low-income persons,
expanding opportunities for homeownership, and
increasing the geographic distribution of
housing opportunities. Any portion of this
housing bond reallocation with respect to. which
before November 16, 1986 no housing bonds have
been issued shall be as of November 16, 1986
allocated to the Community Development
Administration. No Issuer shall have the
authority to carryforward any such housing bond
allocation received between October 1, 1986 and
November 15, 1986.

Special Rules for 501(c)(3) bonds. The unused
balance of that portion of the Maryland State
Ceiling initially allocated to Maryland Health
and Higher Educational Facilities Authority for
501(c)(3) bonds is hereby reallocated to
Maryland Health and Higher Educational
Facilities Authority through November 15, 1986.
Any portion of this reallocation with respect
to which before November 16, 1986 Maryland
Health and Higher Educational Facilities has
not issued 501(c)(3) bonds shall be reallocated
to the State for reallocation by the Secretary.
The unused balance of that portion of the
Secretary's Reserve for 501(c)(3) bonds, less
any other portion of the Maryland State Ceiling
not initially allocated for 501(c)(3) bonds
which was used to issue 501(c)(3) bonds, shall
be reallocated upon request by the Secretary to
State and Local Issuers for issuance
exclusively as 501(c)(3) bonds in accordance
with the criteria set forth in Section 2(d)(4)
and (5) above.
