In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1177.
This bill authorizes the Secretary of the Department of
Health and Mental Hygiene to delegate powers to a health officer
or other county official who enforces environmental laws.
Senate Bill 776, which was passed by the General Assembly
and signed by me on April 29, 1987, accomplishes the same
purpose. Therefore, it is not necessary for me to sign House
Bill 1177.

AN ACT concerning
Baltimore County— Health Officers and Other Officials -
Department of Environmental Protection and Resource Management
Delegation of Duties, Powers, and Functions
FOR the purpose of defining, for Baltimore County the term
"health officer" as it applies to the Department of
Environmental Protection and Resource Management; making
this Act an emergency measure; and generally relating to the
definitions of "health officer" as they apply in Baltimore
County.
FOR the purpose of authorizing the Secretary of Health and Mental
Hygiene to delegate certain duties, powers, and functions to
a health officer for Baltimore County a county and certain
other county officials of Baltimore County; and making this
Act an emergency measure.
