(e) After the adoption, if it is in the child's best
interest, the adoptive parent and a nonconsenting natural parent
may agree to visitation privileges between the child and the
natural parent or siblings.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
be construed only prospectively and may not be applied or
interpreted to have any effect upon or application to any event
or happening occurring prior to the effective date of this Act.
However, the amendment by this Act of provisions of law in effect
prior to the effective date of this Act may not be construed to
preclude the application of those provisions of law to any event
or happening occurring prior to the effective date of this Act.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 744.
House Bill 744 would prohibit any person from bringing an
action against the Maryland-National Capital Park and Planning
Commission for unliquidated damages unless appropriate notice was
given.
This bill is contingent upon the failure of House Bill
253/Senate Bill 237 to take effect. However, if House Bill
253/Senate Bill 237 becomes effective, this bill would become
null and void.
I am today signing Senate Bill 237 and, therefore, I have
decided to veto House Bill 744.
