(1) 30% of retail outlets by July 1, 1988;

(2) 60% of retail outlets by July 1, 1989; and

(3) 100% of retail outlets by July 1, 1990.

SECTION 3 4. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1987.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 605.

This bill provides that the court may adjudicate the issue
of paternity in support proceedings if the obligor claims that he
is not the father.

Senate Bill 249, which was passed by the General Assembly
and signed by me on May 14, 1987, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 605.

AN ACT concerning

Enforcement of Support Orders - Paternity Defense

FOR the purpose of allowing the court, in proceedings under the
Maryland Uniform Reciprocal Enforcement of Support Act in
which a certain defense is raised, to adjudicate the issue
of paternity under certain circumstances or to adjourn a
hearing until after the issue of paternity is adjudicated;
and providing for the applicability of the Act.
