this legislation if service stations abandoned providing full
service to customers, or restricted their hours to comply with
the law.

Although not dispositive, other concerns include the
vagueness of terms such or "bullet-resistant" and uncertainty as
to what the specific standards actually require, and the lack of
a consensus on the application of the legislation to jobbers.

I am concerned that state-of-the-art security prevention
procedures or other more appropriate security preventive methods
will be abandoned by distributors in their efforts to comply with
this legislation. House Bill 589 seems to infringe on the
decision making role of distributors in making informed
judgements. Many distributors have already installed security
devices at service stations in areas and under circumstances
where that decision is appropriate. It is improper for the State
government to be in the business of "designing" gasoline service
stations. That role belongs with the distributors, working with
the dealers in appraising their needs, viewing individual
geographic locations, and applying the appropriate technology.

Because it is unclear to me whether a fortified kiosk
provides for the increased safety of attendants over other
available means, and because this bill does not apply in a
uniform fashion to all service stations, finally because it is
possible that crime will be simply displaced, I have decided to
veto House Bill 589.

AN ACT concerning

Gasoline Retailers - Hours of Business - Security Devices

FOR the purpose of prohibiting a gasoline distributor from
requiring a retail service station dealer to keep the retail
outlet open for business during all hours of the day in
excess of a certain number of hours unless the distributor
installs, without charge to the dealer, with a certain
exception, certain security devices; providing for the
applicability of this Act to certain persons; providing that
distributors must comply with this Act in a certain manner
over a certain period of time; and relating generally to
hours of business of gasoline dealers.
