SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 78B - Racing Commission

[17C.

(a)  A licensee licensed under Section 17 §§ 7, 15, AND 17
OF THIS ARTICLE may not loan or give to any person money [ or any
other thing of value ] for the purpose of permitting that person
to wager on any race.

(b)  The Commission may promulgate rules and regulations to
enforce this section.]

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 566.

This bill revises the anatomical donation act to include
consent for all deceased patients under a statutory priority and
provides a civil and criminal immunity to the hospital
administrator or designee.

Senate Bill 204, which was passed by the General Assembly
and signed by me on May 14, 1987, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 566.
