VETOES

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, it shall take effect from the date of its passage.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 20.

This bill provides that 30 days of the 45 days a State
agency must wait to adopt a regulation after it has been
published in the Register shall be a period permitted for public
comment.

Senate Bill 7, which was passed by the General Assembly and
signed by me on April 29, 1987, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 20.

AN ACT concerning

State Regulations - Opportunity for Public Comment on Proposed

Regulations

FOR the purpose of requiring that a unit of State government
provide a public comment period of a certain duration before
that unit may adopt a proposed regulation; altering the
period which a promulgating unit must delay in adopting a
regulation when the Joint Committee on Administrative,
Executive, and Legislative Review requests a period of
further review, to reflect the required period for public
comment; and making certain stylistic changes.
